Vancouver Construction Market in 2026: 229,046 National Housing Starts and a Shift Toward Renovation

The construction market across Canada is showing mixed signals in 2026, while Vancouver continues to see activity in both new construction and renovation. According to the latest data from the Canada Mortgage and Housing Corporation (CMHC), the seasonally adjusted annualized rate of housing starts across all areas of Canada was 229,046 units in August 2026, essentially unchanged from 229,360 units in July. At the same time, the six-month trend in housing starts declined 1.3% to 244,149 units.

Actual monthly housing starts in centres with populations of 10,000 or more were down 2% year over year, with 17,691 units recorded in August 2026 compared with 18,112 in August 2025. However, the Vancouver metropolitan area moved in the opposite direction on the six-month trend measure, recording a 6% increase in August, driven by higher multi-unit starts.

This creates a more nuanced picture of the Vancouver construction market. Rather than describing the region simply as slowing down, it is more accurate to say that different parts of the construction market are moving at different speeds.

Vancouver’s Construction Market Is Showing Mixed Signals

The latest CMHC data show that construction activity is not moving uniformly across Canada or even within individual markets.

While the national six-month trend declined in August, Vancouver recorded a 6% month-over-month increase in its six-month trend, with multi-unit construction providing much of the growth. This suggests that demand for new construction remains present in the Vancouver market, even as the broader Canadian trend becomes more moderate.

At the same time, property owners and businesses are continuing to make decisions about existing spaces. For commercial properties, renovating an existing location can provide an alternative to starting an entirely new development, depending on the building condition, project scope and intended use.

Richmond provides another useful local reference point. The City of Richmond publishes weekly building permit issuance reports, including a report covering August 23–29, 2026. These reports provide a detailed view of permit activity across the city.

The important point is that permit activity and housing starts measure different parts of the construction market. A building permit does not necessarily mean that construction has started, and housing-start statistics do not capture the full range of commercial renovation and tenant improvement activity.

Why Renovation Is Becoming a Practical Option

For property owners and businesses, renovation can offer a different path from starting a completely new construction project.

An existing commercial space may already have some of the infrastructure needed for its next use. Depending on the building and the scope of work, retaining parts of the existing layout or services may reduce the amount of demolition and reconstruction required.

However, renovation does not automatically mean a project will be simple or inexpensive.

Existing buildings can create their own challenges. Older spaces may have concealed conditions, outdated services, structural limitations, or layouts that do not match the requirements of a new business. These factors need to be identified during the early stages of planning.

Material costs remain an important consideration when planning construction and renovation projects.

For commercial property owners, material selection affects more than the final appearance of a space. Equipment, millwork, flooring, finishes, plumbing fixtures, electrical components and other construction materials all need to be considered within the overall budget and schedule.

This is why material planning should begin during the design stage rather than after construction has already started.
